Key Responsibilities

  • Serve as the second-in-command to the General Counsel and provide legal advice and support to all departments within the organization
  • Assist with the development and implementation of legal policies and procedures to ensure compliance with all applicable laws and regulations
  • Conduct legal research and provide guidance on complex legal issues related to healthcare, employment, contracts, and other areas as needed
  • Review and negotiate contracts, agreements, and other legal documents to protect the organization's interests
  • Collaborate with external legal counsel and represent the organization in legal proceedings, as needed
  • Provide training and education to employees on legal matters and promote a culture of compliance within the organization
  • Stay up-to-date on changes in laws and regulations that may impact the organization and advise on necessary adjustments to policies and procedures
  • Manage and oversee the work of the legal team, including paralegals and other support staff

Qualifications

  • Juris Doctor (J.D.) degree from an accredited law school
  • Active license to practice law in the state of Florida
  • Minimum of 7 years of experience in a legal role, preferably in healthcare or a related field
  • Strong knowledge of healthcare laws and regulations, including HIPAA, Stark Law, and Anti-Kickback Statute
  • Experience in contract negotiation and drafting
  • Excellent communication and interpersonal skills
  • Ability to work independently and handle multiple tasks simultaneously
  • Strong leadership and management skills

Work Experience

POSITION SUMMARY

The Deputy General Counsel (DGC) serves as a senior leader within the Corporate Legal Department of the integrated delivery network (IDN), overseeing the daily operations of the legal team and providing legal guidance and advice to both provider and payor operations. This position requires a seasoned attorney with a deep understanding of healthcare law, including regulatory compliance, contracts, risk management, and litigation, as well as exceptional management skills to lead and mentor a team of legal professionals.

Primary Accountabilites

  • At the direction of the Chief Legal Officer, oversees the day-to-day activities of the legal department, ensuring efficient operations and effective support for internal clients.
  • Supervise, mentor, and develop legal department staff, including attorneys and paralegals.
  • Manage departmental workflows, prioritize legal matters, and allocate resources appropriately.
  • Foster a collaborative and high-performance team environment.
  • Provide legal advice and guidance to both the provider and payor segments of the healthcare system, covering issues such as compliance with healthcare regulations, reimbursement policies, and payer contracts.
  • Collaborate with senior leadership to manage legal risk, including advising on matters related to healthcare regulations (e.g., HIPAA, Stark Law, Anti-Kickback Statute, etc.), insurance law, and Medicare/Medicaid regulations.
  • Ensure the healthcare system’s operations comply with evolving state and federal laws and healthcare industry standards.
  • Oversee the review, negotiation, and drafting of complex contracts, including provider agreements, payer contracts, and other business partnerships.
  • Provide legal support for mergers, acquisitions, joint ventures, and strategic partnerships.

  • Act as a trusted advisor to executives, department heads, and board members on legal matters.
  • Facilitate cross-departmental collaboration to support the legal department’s role in the IDN’s overall strategy.
  • Communicate complex legal issues in a clear and accessible manner to both legal and non-legal stakeholders.
  • Advise on regulatory compliance matters, particularly in relation to healthcare laws and regulations.
  • Work with internal compliance teams to develop and implement policies and procedures designed to mitigate legal risks and ensure adherence to laws governing the healthcare industry.
  • Assists with identifying areas of cost savings in the Legal Department.
  • Effectively manages and supervises staff.

MINIMUM QUALIFICATIONS

  • Education: Juris Doctor (JD) degree.
  • Work Experience:
  • Eight (8) years of legal experience, with a focus on Healthcare Law, including Provider, Payor, and Regulatory matters.
  • Successful experience managing a legal team and overseeing daily operations.
  • Licensure: Any one of the following:
  • Member of the Florida Bar OR
  • Eligible Authorized Counsel Designation.
  • Certification: None
  • Skills/Knowledge/Abilities:
  • Comprehensive knowledge of healthcare regulations, such as HIPAA, Stark Law, the Anti-Kickback Statute, and other relevant state and federal laws.
  • Knowledge of managed care, payer-provider relationships, and healthcare finance.
  • Strong negotiation, contract management, and dispute resolution skills.
  • Experience working in or with large, complex healthcare organizations or systems.
  • Exceptional communication, interpersonal, and leadership skills.
  • High level of integrity, sound judgment, and discretion.

Physical Requirements
