POSITION OBJECTIVES: Under general direction, provide administrative and technical support to the Town Manager and the Board of Trustees. Performs managerial and administrative functions to maintain and secure the Town's official records, conduct municipal elections, and manage liquor licensing functions required by statute, municipal code, or charter. For the purposes of decision-making, prepares a variety of studies, reports, and related information.
General Duties – :
- Serves as custodian of official Town records and public documents; performs certification and recording for the Town as required on legal documents and other records requiring such certification; seals and attests by signature to ordinances, resolutions, and contracts, easements, deeds, bonds, or other documents requiring Town certification; catalogs and files all Town records
- Attends all regular and special Board of Trustees meetings; performs an accurate recording of the proceedings and prepares meeting minutes using proper legislative terminology
- Performs recording, indexing, and filing for public records; distributes information as requested
- Research State Statutes, Town Ordinances, minutes, and documents in answer to questions from the Town Board, Town Manager, Town Attorney, and citizens
- Maintains meeting management data and audio recording software
- Prepares and distributes agendas, materials, minutes, and records of meetings
- Files ordinances and resolutions of the Board and oversees the codification of ordinances into the municipal code book
- Prepares, publishes, and posts meeting agendas and legal notices of public hearings and special meetings as required
- Administers oaths for elected and appointed public officials
- Registers voters and performs all election duties; serves as Election Official, and organizes and oversees candidate nomination procedures; appoints and trains elections judges when requested by the Town Board; oversees preparation of ballots and certifies ballots; creates or orders forms, supplies and equipment for Town elections; notifies and educates the public as to election procedures; canvasses election returns and prepares certification of results; facilitates the electorate’s rights of initiative, referendum and recall as outlined in the state constitution and statues; stores election documents, ballots and other materials before and after the election, and purges same as prescribed by law
- Prepares reports and surveys for the Board as directed
- Provides public records and information to citizens, civic groups, the media and other persons and agencies in accordance with the Open Records Act
- Administrative Authority for the enforcement of the Keenesburg Municipal Code. Responsible for carrying out all actions necessary as provided in the municipal code to promote enforcement and compliance
- Serves as the liquor license authority. Issues, maintains and records liquor licenses as well as special event permits issued by the town and communicates with state authority
Peripheral duties:
- Continually seeks to improve job skills through education and training, including certification by the Colorado Municipal Clerks Association
- Types up Board member’s and Mayor’s correspondence; makes reservations and travel arrangements for meetings, seminars, and conventions
- Performs a variety of office duties such as answering the phone, preparing various correspondences, ordering of office supplies, and responding to public needs
- Provides backup when any office staff is absent
- Attends staff meetings and all developmental conferences
- Maintains knowledge and abilities as court clerk to oversee court clerk duties
Other Duties:
Any other duties as assigned by the Town Manager. Prepares correspondence and/or reports as directed.
Qualifications:
Must have a legal authorization to work in the United States of America. Valid Colorado Driver’s License. Must be able to pass background check and pre-employment drug test.
Knowledge, Skills and Abilities:
- Must be able to operate office equipment such as computer, typewriter, copy machine, calculator, etc.
- Strong analytical and problem-solving skills
- Excellent organizational and time management skills
- Proficient in Microsoft Office Suite or similar software
- Knowledge of grammar, spelling, and proper punctuation
- Ability to perform clerical duties and handle clerical detail
- Ability to understand oral and written instructions
- High attention to detail and accuracy
- Ability to establish and maintain a working relationship with other employees and the public

- Vision abilities required by this job include close vision and the ability to adjust focus with or without corrective lenses
- Ability to participate in routine conversation in person or via telephone and to distinguish telephone, voice, and other auditory tones
Other Unique Requirements:
A flexible schedule may be required to fulfill organizational needs, including attending Town Board meetings and planning commission meetings.
Education/Experience:
- Possess a high school diploma or GED equivalent
- A minimum of two years of clerical experience required with Municipal knowledge a plus
- Continue education to obtain/maintain certification by the Colorado Municipal Clerks Association

Benefits begin the 1st of the month following first day of the following month if eligible on or before the fourteenth (14th); or the first day of the second month following the date of eligibility if eligibility qualification is on or after the fifteenth (15th) for employees regularly scheduled and working 20 or more hours per week.
