Nationally-Known, Non-Profit Law Organization Seeks Supervising Attorney to Help People Access Medicare and Health Care

The Center for Medicare Advocacy (the Center) seeks an attorney with a commitment to health equity and social justice to supervise the direct assistance provided by our attorneys and advocates. The Center is a private, non-profit, public interest law organization that works to advance access to comprehensive Medicare, quality health care, and health equity for older people and people with disabilities. The Center focuses on the needs of people with long-term and chronic conditions. The organization’s work includes individual advocacy, administrative appeals, education, legislative and regulatory analysis, policy initiatives, and litigation of importance to Medicare beneficiaries nationwide. Headquartered in Mansfield, Connecticut the Center also has attorneys in CA, DC, MA, MD, and WI. This position is based in our Connecticut office, with some remote work possible.

Theattorney in this position will lead the Center’s Aging and Disability Services (ADS) Medicare Advocacy and Education Project, help supervise attorneys and advocates who provide assistance on behalf of Medicare beneficiaries, and be a member of the team that leads the organization’s administrative law practice. The attorney in this position will also provide direct assistance on behalf of Medicare beneficiaries and assist with the Center’s work on behalf of dually eligible Medicare & Medicaid beneficiaries for the Connecticut Department of Social Services (DSS) Third Party Liability project (TPL).

The attorney in this position assists with the Center's efforts to provide high-quality, high-volume advocacy; provides quality internal and external education; creates quality written materials; and provides other services needed to further the Center’s mission to advance access to comprehensive Medicare, quality health care, and health equity. Among other things, the attorney will be expected to perform the following duties:

Be, or become, familiar with the Medicare program in general, including statutes, regulations and policy, with a particular emphasis on the care settings, Medicare coverage, and appeals for people with longer-term and chronic conditions.
Supervise the casework and legal strategies of attorneys and advocates providing direct service.
Schedule and lead monthly ADS team case and review meetings and other needed discussions for the ADS Medicare Project.
Respond to inquiries from Medicare beneficiaries, families, Medicare administrators, service and health care providers, advocates, adjudicators, and other similar individuals.
Represent clients at all stages of the Medicare administrative appeals and judicial process. Perform intakes and, as appropriate, open cases, seek redress and/or pursue appeals.
Serve as a knowledgeable, effective member of the Center’s DSS/TPL appeals and administrative hearings team.
Maintain the Center’s Advocacy Manual. Provide assistance and information for Center attorneys, advocates, and staff to help ensure uniform, efficient, and effective knowledge and casework processes within the .
Meet weekly goals for review of case files as determined by the Center’s Senior Attorney to assess merits of Medicare denials and determine likelihood of appeal success.
Provide assistance and information for external stakeholders (e.g. Medicare contractors, providers, clients, policymakers) through oral and written communications.
Participate in internal and external meetings and trainings and provide materials and presentations as needed and/or required.
Assist with Center training, consulting, writing, and community education work.
Assist with the Center’s administrative, legislative, and litigation work, as agreed upon.
Assist with Connecticut health policy issues and participate in designated partnerships and meetings as agreed upon.
Serve as the Center's Medicare expert in a designated area (or areas) of significant concern as agreed upon.

The successful candidate must have a demonstrated ability to work in teams, supervise coworkers ; have excellent communication, writing, research, and organizational skills; an energetic, collaborative work ethic; the ability to problem-solve independently and as part of a team; and a passion for social justice.

Proficiency in Spanish, and some health care and/or health care rights background are desired but not required. A law degree and Bar membership are required. (CT Bar preferred; ability to take or qualify for CT Bar required.)

The Center’s CT office is 15 minutes from the University of Connecticut, 40 minutes from Hartford, 1½ hours from Boston, and 2½ hours from New York City.

Depending on experience, starting salary range is $70,000 - $90,000. Excellent benefits package.

Must have manual dexterity to perform specific computer and electronic device functions for data collection.
Must have visual acuity to read and comprehend written communication through computer, electronic devices, and paper means.
